Actually, no, I'd think of it the other way around. The starter kit includes an implementation of a OneBox module, which is ultimately a provider of OneBox results. In a sense the SDK simulator, like the GSA, is a portal for entering queries that get sent to a OneBox module.
BTW, when the querie string is sent to the GSA or simulator through HTTP GET, how does the kit be configured to the GSA's URL?
It isn't, the OneBox module receives queries from the GSA, it does not send them.
Probably, I will go for SDK approach first becasue I am still doing research on GSA solution now.
It is good that you have added an issue to describe the use of onebox.xml when the GSA is not available. Just want to ask when this readme is available.

I have added an issue regarding making the readme more clear about the use of onebox.xml when a Google Search Appliance is not available.
