ok, this is embarrasing, but in the hopes it might help someone:

My 0x0B was happening because I moved the location of the maildropmysql.conf file. When I recompiled maildrop, specifying the new location of the maildropmysql.conf file, it started working again.

Running strace helped me discover the problem (strace maildrop -d jo@bob.com).
