No, Courier will never succeed to send to such recipients:

In fact Courier _can_ send messages to user@[IP], at least when address in this form is an alias substitution. I'm successfully using aliases of form user: user@[192.168.x.x] for forwarding some mail to the special (Domino) server on the internal network without DNS.
