He is not on vacation and if he (or any other commenter) does not respond by CoB today, I would recommend simply replying to the comment with

"Additional clarification was requested; no response received. Comment tabled"

Unless there is a clear way to address it without the clarification. To be fair, perhaps you could ping him today with this information to ensure he is aware that unless he provides the input the comment is subject to slip.

He is always free to re-submit the comments in the next round.

In time for the next conference call, I would like to suggest that we compose a list of comment dispositions to work through as a TC and allow people in advance to look at this. perhaps we can get a new draft done very soon.

Also - what is the proposed disposition of Gregory's comment regarding figure 2-1 being too vacuous? IMO - this precedes all other dispositions since it impacts them.

If your PD is short (reasonable size for a Excel cell) send it with the issue number. If the PD is lengthy upload an email containing the PD to Issues Lists / Dispositions / Draft 07 on the our TC members page. I will then put a hyperlink to your email in the appropriate PD cell.
