I expect that non-European languages would not encode well using quoted-printable (where one byte becomes three); it seems to me that base64 encoding makes sense for them when using a 7-bit transport like SMTP.

There's not a lot of 7bit mail servers left. Most of them advertize 8BITMIME, which is going to be good enough.

The number of remaining non-8BITMIME oddballs is not very significant.
