it's a matter of being clean. if through a webpage you create a user account in the database, that's it. one database write, nothing more. no system calls, no extra hassle.

I can't answer this question, but I also don't understand why, if you've taken the trouble to create a user in the database, you'd not bother making their home directory and their Maildir.
