Are there any performance differences between the standard 7513 and a MIX-enabled 7513, both with RSP16's?

I can't find anything on cisco.com about it now, but IIRC, someone told me you need the MIX enabled chassis for RSP16.

No, RSP 16 can be installed in both MIX and non-MIX chassis. As far as I know there are no VIP's/PA's around which utilize the MIX, so you can consider MIX and non-MIX identical from an operational perspective.
