Sqwebmail doesn't "use" maildrop at all in its operation, but it is capable of putting up a webpage allowing people to build maildrop filter recipes.

Your MTA (Postfix) must also honour quotas. You can either do that by turning on Maildir++ support in Postfix, or by configuring Postfix to invoke either 'deliverquota' (supplied with sqwebmail) or 'maildrop' (separate package) as its local delivery agent.

Sorry I don't know anything about Postfix configuration, but you may find examples in the archives of this list or the courier-imap list.
