We've talked in the past about having version specific public IDs available in the catalog, but we would also have the version-agnostic version. The ID with no version would always point to the latest set of document types. This allows users to update their DTDs without having to update the DOCTYPE in their files.
Of course, that particular concern is only a worry for the actual DTD files, not for the modules. So, I'm not sure if we want the modules to use public IDs with versions. My guess would be no, for consistency... but are there any other opinions?

I'd invite anybody who is interested to try these out, particularly if your favorite feature is already completed, or if you want to start playing around with DITA 1.1.
At this point the following features have been included: * Bug fixes marked complete at http://wiki.oasis-open.org/dita/Bug_fixes_for_DITA_1%2e1 * Revised shortdesc and abstract elements * New indexing elements (all 3 proposals) * Graphic Scaling improvements * Make universal attributes universal * New <data> element (mostly complete) * New <unknown> element (mostly complete)
All new files have been added to the included catalogs.

The following items need to be completed: * Extensible metadata attributes * Complete data and unknown elements * Add outputclass to map elements, if approved * Translation retrofit (some preparatory work already done) * General cleanup (change versions, copyright dates, etc) * The bookmap and glossary specializations are not included.

There is not yet a Schema implementation available.
