For it to be a software issue, there would really need to be a change to how the BIOS does the physical memory layout depending on whether you have 1GB or 2GB sticks in the machine. You should look at the e820 maps printed out by Xen on boot in each case. e.g. compare 4x1GB vs 2x2GB
