The latter one is the default setting that should suite your needs as long as you do not have a specific need for it.

Side note: If you think you have an open relay now, this is not true. Courier will only accept Mail *FOR* local recipients now. Users who log in (that's also allowed in default config) automatically gain unlimited relaying privilleges, all others do not. That's what most people should need.
