When in doubt, run "p4 info" and look at what it tells you. It won't tell you WHY it thinks you're running as user XX, but it'll tell you THAT it thinks you're "XX".

Do you have IP addresses specified in your permissions file ??? If you do, that would explain the behavior you're seeing.

I was on someone else's machine and I needed to do change their permissions. I did a 'su' and sourced my .cshrc file. Then I tried to change their permissions. Perforce didn't let me. When I went back to my machine, I was able to perform the permission change.
