I agree, I can't find any good examples on how to fix this problem or setup that
filter. It mentions using the "rcptfilter" file, but courier doesn't have any docs on
how to setup this file.

The documentation is available either through the Courier website or you should be able to find these manpages on your system, i.e.

man courierfilter man courierperlfilter
