You mention download by Outlook so I guess you are running a POP3 server of some sort (qmail-pop3d? Something else?) But that won't let you access folders as you say. Are you running an IMAP server as well? If so what is it?

The big question: Is there a way I can check when the folder was created and deleted?

Not really, once it's gone.

Also is it possible to retrieve?

Only from your backup media.
