It's more like the other way around: maildrop should know how to speak to whatever account database the mail server uses.
Oh, it can do that, but it fails to communicate its trouble back, because it exits with EX_TEMPFAIL even for PERMANENT error conditions, like: no such user (EX_NOUSER).
It's the mail delivery agent's job to tell the mail server that the recipient account does not exist.
The MTA relies on its MDA to communicate trouble back, waiting for the queue entry to expire just does not cut it.
Only a broken MTA does that. Properly designed MTAs do not accept mail for delivery to nonexistent mailboxes in the first place, and the MDA never sees invalid recipients.
In the example port 25 log I posted the mail server immediately rejected a nonexistent recipient, without consulting the MDA.
That's how it should be.
