Hi!

There is the Win MySQL 3.23.23 distribution for the Win98 platform, it is covered by the GPL license which means that you don't have any cost.

You can get it at: http://www.mysql.com/Downloads/MySQL-3.23/mysql-3.23.23-beta-win.zip

You should use the mysqld-opt.exe server.
