Android doesn't use SDL at all, instead it uses a custom graphics library called "SGL" which sources will be available later with the rest of the platform. there is no documentation about it available yet, but most of the android.graphics package is made of Java wrappers around its native API, so this should give you an idea of its features and capabilities.
(SDL is used by the emulator though, but is not part of the system images).
