Title: Typo on Line 136, missing “?”

Description:

This issue was raised during the SLA spec review at the TC meeting on 4/29/2009.

Line 136 has a typo should be fixed and "?" should be added to the end

James Zhang noted that <SLAObligations> can have zero value as described in section "SLAObligations". However in schema (line 136), it doesn't indicate it is optional. We need to fix the schema for this.
