One thing with using VS 2005 C# Express is .NET 2.0 isn't as wide spread yet as 1.1. If you want to use Java there is http://www.nevaobject.com/_docs/_java2com/java2com.htm which allows you to expose java objects as COM. The only other way I can think to implement your plugin would be the new scripting available with the new version of desktop.
