Yup, I think you nailed that one correctly, unfortunately this is a quirk in IE with how it understand boxes.
You may be able to find something at quirksmode.org to help with some IE hacks or Box Model tweaking, but for your gadgets needs, I believe simple is better and the overflow is more from the horizontal nature of your gadgets content where the Gadgets design in more based on vertical real estate.
Can you crop the panels and make them a vertical strip instead or something around that nature? When your gadgets content is too wide for the container on the page you will get scrollbars. As an iGoogle user you have the option to change your iGoogle page layout to a different style (wide and narrow or one etc.) and that would probably work also, and when used on a website the user has the ability to change the width and height. So as a developer, I would not worry to much about elaborate hacks and workarounds, come up with something easy that works for you.

Thanks for helping! But I couldn't solve the problem. When disabling "scrolling" in moduleprefs, all scrollbars will disappear but when one can't see the whole comic. No matter what I did, there was always that vertical scrollbar with IE 7. It seems like that vertical scrollbar scrolls down exactly the height of the horisontal scrollbar. Like "first there was horisontal scrollbar and because of that IE 7 thinks it has to put vertical scrollbar there to be able to scroll down to display the space which was left under the horisontal scrollbar".
