copy) set up an archive server with the same users. Have your primary server forward copies to the archive. Compressing the incoming copies might be a good idea

archive) once a month, archive the last month's mail from the archive server to your favorite long term storage media. Be sure to label or index them.

resend) re-deliver the email when somebody asks for it. You'll need to talk to the mail server directly instead of using some kind of mail client; you don't want to redeliver the mail to other recipients or not send BCC mail.
