The authentication library is now a separate, standalone package. This authentication library must now be installed, separately, before upgrading or installing: Courier, Courier-IMAP, and SqWebMail.

even if we are not using courier's authentication system? (vpopmail, vmailmgr, /etc/passwd, etc)

Yes. Courier/Courier-IMAP/SqWebMail now talk to the courier-authlib daemon exclusively. vpopmail/vmailmgr will need to provide a courier-authlib compatible plugin. The plugin is a garden-variety shared library, and the plugin API is documented in README_authlib.html.

The new authentication framework has been discussed on the courier-users list. This is the courier-maildrop list. Maildrop, in standalone mode, will handle /etc/passwd on its own. All other authentication modes are now implemented in courier-authlib.
