I don't understand why it isn't the right tool? I use maildrop to look for a Spam Status=Yes line in my e-mail and act based on whether it finds it or not, why not look for a filename=Deleted0.txt line? and act accordingly

Maildrop is not the right tool for something like this. You could use maildrop to get something like this _mostly_ right, but it will not work 100% of the time.
