That argument seems like a non-sequitur to me. There is also atom:rights but does that mean we have to implement rights management? Clearly not. How about atom:subtitle? atom:contributor? Person:uri or Person:email? There are optional elements because not every tool is going to support them.
But consider your wish for categories to be duly noted.

Optional to submit but one would expect that's a client-side decision and any complying server (in an Atom Store sense) would need to accept and use as expected. We could ping Sam Ruby about it, he's certainly as much of an impartial expert as I can think of.
To me this is an important issue because, for starters, users have been asking for category support since before I (briefly) worked with you at Pyra in 2002 and nearly every other blogging software supports them by now. Heck, even the Google Data APIs Overview page claims this that "GData is a new protocol based on Atom 1.0" and the first example of using it is for blogging.

According to the relax-ng schema, category is optional. I don't think it should signal an error if you send us a category but I haven't tried it.

The <category> element will be ignored (or possibly result in an error). In any event, we won't do anything useful with it, since Blogger does not support categories/labels/tags.
