You may find it useful to share the example of another agency which is making their GTFS data publicly available with CTA. Trimet in Portland, Oregon, offers a site that offers several forms of transit data for developers: http://developer.trimet.org/

Trimet's CTO gave an excellent presentation that shows some of the applications that provide better, convenient access to transit information for more people in more places, here: http://tinyurl.com/trimet-cto

Google gets its schedule data from the CTA in GTFS format.  We would love to see this information released to the public, but the CTA hasn't decided to do this yet.  I recommend getting in touch with the CTA and at least letting them know that you'd like to build useful things with their data if it was available.  I also recommend joining the Transit Developers mailing list
(http://groups.google.com/group/transit-developers ), which is focused on public transit data and the things that people are building with it.

BTW, the City of Chicago does publish some transit GIS (but not schedule) data here:http://tinyurl.com/5mawrx
