Not to toot our own horn... but Altiga (my company) makes a VPN Concentrator product. It is compatible with Microsoft's PPTP clients (in Win 95/98/NT), the next version is compatible with Microsoft Windows 2000's L2TP over IPSec implementation (we were in Microsoft's booth demonstrating this). Altiga also provides our own IPSec client that works with Windows 95/NT.
This is a relatively high-end product (up to 5000 users), so it won't fit those with smaller user bases (however, there is no charge for the client software). I have used Perforce over it, and it worked fine.
