Can anyone give me a hit as to what I'm doing wrong?

I'm trying to bring up an ATM DS3 and I'm getting Rx loss.

My config is below. Am I missing more configurations?

interface ATM4/0/0 no ip address ! ! interface ATM4/0/0.33 point-to-point description XXXXXX ip address xxx.xxx.xxx.xxx 255.255.255.252 pvc 1/33 vbr-nrt 1024 1024 encapsulation aal5snap

This is a FR to ATM configuration using a CAT 6509 flexwan / ATM DS3 Card (enhanced).

Telco is pointing finger my way. Do I need to setup Controller in global config?
