Hello,
I can't answer the first question.
Regarding AOL (America Online), then AOL users sometimes uses the AOL
proxies. This basically means that google cannot use the IP address to
look up where the user is browsing for. So geotargeting makes no sense
for some AOL users.

The following city codes have a region part that doesn't correspond
with the region codes (listed on the regions page). For example, for
the city code "Barwon, VI AU," there is no region code "AU-VI" (there
is "AU-VIC"). So, either the city code has the wrong region part or
the entries on the regions page are wrong.
Barwon, VI AU
Casino, NS AU
Central Coast, NS AU
Cessnock, NS AU
Colac, VI AU
Craigieburn, VI AU
Gold Coast, QL AU
Hervey Bay, QL AU
Katoomba, NS AU
Kawana Waters, QL AU
Kingston, TS AU
Victoria Point, QL AU
Also, could you clarify what Aol stands for the following entries?
Aol, AOL FR
Aol, AOL DE
Aol, AOL GB
Aol, AOL JP
