I tried various settings. And I found that this error happens when Indentation Mode is set to "C Style". While in the default setting, which is "Normal" in Indentation Mode, the cursor is correctly placed.
With the error in C Style indentation, it is really hard to use KDevelop.

I do not see that behavior (either with 3.3 or 3.3.1) The cursor follows the tab for me. As one who uses kate many hours each day, I agree that the behavior you see would be a big problem. Perhaps it is some setting (although I could not guess what). You could create a new user and see if kate behaves the same way for the new account.
