Actually, amend that:

We just created a new creative from the adwords UI: adGroupId=1199320299 adGroupCreativeId=2794063239 campaignId=28996839

And utilized the API to getAllAds for this group. For this ad, we got: adGroupCreativeId=2695871439

So we're not quite sure what is going on. Any light shed greatly appreciated.
