I don't think so. It was doing this a month ago, and it's still doing it today. I have to assume that it's some sort of security measure to block spammers. It seems to allow the first n requests to go through in a given hour, then blocks the rest.

This is really frustrating. I only managed to get 10 minutes of development in today before I was blocked out by the server.
