I remember reading somewhere that giving world read rights to the home directories of my users would allow messages to be bounced earlier in the receiveing process.

Is it right? I have looked everywhere and can't find this info again.

Giving world-execute permission to home directories will allow mail to user-extension@domain be immediately rejected unless ~user/.courier-extension is installed.
