That is unfortunate.. We currently deploy a commercial anti-spam firewall device, and it's only option to verify recipients is either LDAP (which we don't have set up) or by making smtp VRFY or RCPT TO checks, which is bad behavior and sets off the tarpitting.

No. tarpitting is keyed off “bad behavior”, such as consecutive errors.

A “friendly” host should never behave in a manner that triggers tarpitting.
