* Access and Notification Control

This would let me specify what users/group are allowed to view bugs in a given project, or to perform various operations/state-transitions on them (which is espceially important if I have a WWW interface for external customers to submit/view certain projects). Notification control could probably be handled by triggers (so could access control come to think of it) but it is common enough that it would be most convenient for it to be built-in by default, so I can specify who gets email after a certain operation or state-transition (maybe even a way to customize the format of the mail, its content and some headers -- like "Reply-to:") or the program used to perform notification.
