I've never seen such a feature in standard sqwebmail. There's "logindomainlist" but that applies to the login page, not the compose message page.

I suspect this was a local modification, but the way to be sure is to take the sqwebmail source code from the old system (assuming it was compiled there and is still lying around), diff it against a virgin copy of sqwebmail of the same version number, and see what was changed.
