Karl, Line 1444 defines the role of Observer, and notes that an Observer can post messages to the TC's e-mail list. I have recently (today) had the situation where an Observer was not able to post to the e-mail list. Is there a problem currently with the KAVI or e-mail system, or is this statement in 1444 incorrect?

I've been working on a revision of the TC Guidelines for the past few weeks. Attached is a late draft which includes changes for the revision of the TC Process as well as additions of Kavi user information. I'd like to get feedback from you before I put this on the web page. Please send me your comments and corrections soon so that I can get this project wrapped up in the next week or so. I would especially like to know of areas where I haven't covered (or adequately covered) a topic.
