oddly enough, ssh/https work just fine in China. However, sqwebmail just times out.

the answer? I'm trying to figure out what they've messed up in China(meaning how they've set up the internet) so that sqwebmail could maybe work.

I think that you already know the answer. Come on. When an IP address makes a connection, sqwebmail doesn't care where the IP address is geographically located.
