In the course of evaluating Tarun's various comments and questions about keyref processing and attribute propagation he pointed out that @processing-role should not propagate (because it is a property of a specific topicref and would be inappropriate to apply to a non-resource-only topicref that did not explicitly specify a value for @processing-role.

I agreed with his assessment but I don't think we ever captured a formal comment to this effect.

Since I was modifying that part of the spec per comment CO24 I went ahead and added ", @processing-role" to the @id and @keys already listed.

But we should discuss this change and approve/reject it today if possible.
