I don't have an NT machine at hand at the moment to fool around with, but Ames suggests that the 996 limit was 3.5 only, and 4.0 has a much larger limit (either 10K or 32K, according to what people are posting to the jamming mailing list). And I don't know where it would be documented, but you could probably determine the limit with a script that tries to invoke a long command.
