I don't know of any stand-alone filter. Which gives you four options:

1) Write one yourself.

2) Convince the squirrelmail team to add one.

3) Convince the qmailadmin (or whichever alternative you use to administer domains) team to add one.

4) Install sqwebmail in addition to squirrelmail, tell users they can choose which they use to read/create mail but that if they want to set filters they have to do that through sqwebmail even if they use squirrelmail for everything else.
