Do you wish to make local applications that run directly on the users PC? You can create your applications in Java using the swing components and your applications can run on most computers. I have made some like that and I am quite happy with them.

Visual Basic is not such a nice language and you may not be able to do MySQL - i.e. I don't know about that. You can create quite good applications with Visual Basic for Windows computers though.

If you plan to create a n-tier application and use the browser for user interface then Java is the best that I know of.
