More or less, that's how things are working now. It's also a gentle nudge towards using a more responsible, maintainable, environment.

What if people still want SSL on the development box for other things? Are you suggesting it should be uninstalled just to compile Courier, then reinstalled if one doesn't want SSL in Courier?
