That issue isn't a MySQL bug, instead is an environment set issue. Myself use an ANBT2 keyboard on Win2k Server Portuguese without this problem. Take a look in the older book of MSDOS how to set autoexec.bat and config.sys.

Description: I have just started using mySQL and learning how to use it, so please accept my apologies in advance if this has already been pointed out here or if it's not even a bug. I am from Brazil, and one should note that Portuguese makes extensive use of diacritics, ie, the cedilla and accented vowels. I wanted to use the up arrow key to call the history of recent commands and save some typing, so I started running mysqlc.exe instead of mysql.exe. I soon discovered that the environment created by mysqlc.exe won't let me type in any diacritics.
How-To-Repeat: Install a Brazilian layout keyboard (ABNT2), run mysqlc.exe instead of mysql.exe and try to type in ç, á, é, ã or ô. When I try to type in the cedilla, nothing happens. When I try to type in an accented vowel, the vowel is printed but without the accent.
Fix: I wish I knew how to fix it.
