details on what permissions are required beyond the 'allfilters'/'filters'
directories' and `sendmail` ones, which we've already confirmed to be correct?

“make install” installs several hundred files; each with its own particular ownership/permission tuple. Besides the configuration files you've checked, there's about a dozen of others in the etc directory which submit and sendmail reads.
