IMHO, 2.6x is GPL/PAL everything as before, 2.7x and beyond is ASL and a project of the ASF etc etc.

Yep, agreed. And this is why I think we may not be able to maintain 2.6x in the apache.org SVN repository; because it will contain non-CLA'd portions.
