I'd like to set up perforce so that when a client syncs a particular file, it will automatically have (UNIX) 440 permissions. Is there a simple way to do this?

Force all your developers to set their umask to 007, 027, or 037, depending on how strict you want to be. This will force the Perforce client to remove, in order, all "other" access, group write and all "other" access, and group write/execute and all "other" access.
