How can I force the user to use

"p4 submit -s" instead of "p4 submit"

We have integrated Perforce and Bugzilla using P4DTI and the problem is that if developer do not use -s switch the submit form does not list status of the job/bug and takes the default and closes the bug even though the developer's intention was to submit the work but keep the bug/job open.
