Well, fine for unix. But Francois asked about windows.
Tcl/Tk is available for Windows from several sources, perhaps the Perforce tool could easily be adapted to run on Windows as well. I don't know if Tcl/Tk exists for OS/2.
We may like or dislike windows philosophy, or guess wheter there is one at all, but unlike in unix the external visual merge tools are not so easy to find..
Yet another reason to refuse to work for people stupid enough to make you write software using constrained development environments. Take Ed Yourdon's advice: vote with your feet.
Philosphy is not tempting hungry folks, and Francois seems to be hungry for a windows merge tool just as I am for an os/2 merge tool.
Perhaps philosophy cannot soothe their hunger, but it's amazing what you can accomplish with a good web search these days.
