Perforce does not support any time of "rule framework". What it does provide is the ability for you to integrate your own rule-framework. Investigate pre check-in triggers. This will allow you to perform some task when files have been modified.

Is there a way to build file relationships within Perforce? Say I wanted a rule that says when file "A" is modified then files "B","C" & "D" also had to be modified accordingly.
