The current HdrRule applies NOCARE to all headers. This should probably be a little more selective, for example

switch $(OS) { case LINUX: NOCARE strings.h ; case SOLARIS: NOCARE sys/machdeps.h ; }

Just pasting over the headers that one expects to be unfound.
